Chattanooga sits in the same shallow Southern Tennessee frost band as Nashville, but the city's real technical constraint is topography — Riverview and North Shore both back onto the Tennessee River and its bluffs, and a build near the river or the base of Lookout Mountain routinely needs a stormwater and grading review on top of the standard Hamilton County building permit.

Chattanooga's downtown and riverfront have been rebuilt since the late 1980s and early 1990s rather than inherited, so the buyer here is more often renovating a converted industrial property or a newer infill build than an old estate — a younger market than Nashville's legacy suburbs.

Does living near the river or the mountain add anything to an outdoor kitchen build in Chattanooga?

Usually a grading and stormwater review, not a different material spec — Chattanooga isn't a salt-air market, so the alloy call is the same as the rest of Middle and East Tennessee.
